Public Hearing for Cannabis Legalization in the Regional Municipality of Wood Buffalo

The Mayor declared the public hearing open at 6:29 p.m.

Brad McMurdo, Director, Planning and Development and Chris Booth, Acting Manager, Community Development Planning, provided an overview of the Bylaws.

Paul Hartigan Plaza Developments - In support of the proposed Smoking and Vaping Bylaw 18/022, but is a opposed to the proposed Land Use Bylaw amendment, Bylaw 18/023 and expressed concerns with the location restrictions of cannabis retail stores.

Jon Tupper, resident - In opposition of the proposed Smoking and Vaping Bylaw 18/022 and stated concerns and confusion over the obligations of the proprietor under the proposed Bylaw. Mr. Tupper also expressed concerns over signage and the definition of parks.

Sam Annan, resident and business owner - In opposition of the proposed Bylaws as they are too restrictive with allowable locations for cannabis retail stores.

Jason Kostiw, High Tide Inc. (Canna Cabana) - Supportive of the Bylaw 18/023. A written submission was also received by Mr. Kostiw.

Sid Fayad, business owner - In opposition of the proposed Bylaws. Mr. Fayad expressed interest in opening a shisha lounge and stated the proposed bylaws would be a hindrance.

Paul Hartigan spoke briefly on behalf of Kelly Hermensen a local business owner and discussed setbacks outlined in the Land Use Bylaw.

The meeting recessed from 7:49 p.m. to 8:01 p.m.

Councillor McGrath returned to the meeting at 8:06 p.m.

Adam Hardiman, Communication Strategist, provided insight on the public engagement component and the results of the feedback from the public.

Mayor Scott declared the public hearing closed at 8:38 p.m.
