Councillor J. Peddle exited the meeting at 4:12 p.m. and returned at 4:16 p.m.
Exit and Recess
Councillor B. Inglis exited the meeting at 4:15 p.m. which resulted in a loss of quorum; therefore, the meeting recessed until quorum was re-established.

Councillor B. Inglis returned to the meeting at 4:21 p.m. at which time the meeting reconvened.
